2025 law changes made apartment EV charging easier

Recent changes to NSW strata law have removed the biggest hurdles that used to stall EV charging in apartment buildings:

  • Simple majority, not 75%. EV charging is now classified as “sustainability infrastructure,” so the owners corporation can approve it with a simple majority (50%) - down from the old 75% special resolution.

  • “Right to Charge.” An individual owner can request to install a charger for their own bay in writing. The committee has three months to respond, and if it does not, the request is taken to be approved. It cannot unreasonably refuse.

  • No more objections on looks. From 1 July 2025, by-laws can no longer block chargers purely because of their appearance (heritage buildings excepted).

Making the Whole Building EV Ready (Level 2 Backbone) Using Individual Meters

In some cases, it’s possible to run a dedicated cable from a resident’s individual electricity meter directly to their car space. This setup allows the EV charger to draw power from the resident’s own supply, rather than using the building’s common area electricity. It’s a practical solution that avoids shared energy costs, simplifies billing, and keeps power usage transparent. Where feasible, this approach offers a straightforward and cost-effective option for both residents and strata.

However, this setup is often not feasible when meters are not located in or near the basement—which is common in many buildings. If meters are on upper levels or inside individual apartments, running a cable to the car park can be complex, costly, or physically unviable. In such cases, shared infrastructure with load management is a more practical solution.

Option 2:

Making the Whole Building EV Ready (Level 2 Backbone) Using Common Property Supply

A Level 2 backbone is the core electrical infrastructure that supports EV charger installations in multi-residential and commercial buildings. It typically involves running cables—or flat cable systems—from the main switchboard to key areas of the site where chargers may be installed. This setup includes load management systems to control energy usage and ensures power is distributed efficiently.

This setup also includes an integrated billing system to track individual usage and allocate costs fairly, while load management ensures efficient power distribution.

By putting this backbone in place, all residents have the potential to install individual EV chargers at their parking bays in the future—provided the building has sufficient electrical capacity.

These chargers can be managed by the committee or building manager and used on a first-come, first-served basis or through a booking system.
